REVIEW

Reviewing (expert evaluation) of manuscripts of scientific articles is carried out to maintain a high scientific and theoretical level and to select the most valuable and relevant scientific papers.

The journal carries out bilateral blind (anonymous) review:
the personal data of the author / authors are not disclosed to the reviewer;
the author / authors are not disclosed the personal data of the reviewer.

REVIEW

Scientific articles submitted to the editors undergo initial control over compliance with the Requirements for Manuscripts set out on the site.
The initial expert evaluation of a scientific article is carried out by the editor-in-chief or deputy editor-in-chief.
The editor-in-chief (deputy editor-in-chief) determines for the article a reviewer from among  the members of the editorial board, who has the appropriate scientific direction.
In the absence of a member of the editorial board, the editor-in-chief (deputy editor-in-chief) appoints an external reviewer in the direction of this work.
Reviewers (both those who are members of the editorial board and external ones) must be well-known experts on the subject of the submitted manuscript and have publications in this field of research (preferably for the last 5 years).
After expert evaluation of the scientific article, the reviewer can:
recommend the article for publication;
recommend the article for publication after its completion by the author, taking into account the      comments and suggestions;
do not recommend the article for publication.

If the reviewer recommends the article for publication after its revision taking into account the comments, or does not recommend the article for publication, the review should indicate the reason for such a decision.
When reviewing, the editors recommend using the standard manuscript review map developed by the editors.
The reviewer must evaluate:
relevance of the scientific problem covered in the article;
theoretical and applied significance of the performed research,
the correctness of the given statistical methods, graphs, figures;
correlation of the author's conclusions with the available scientific concepts;
observance by the authors of the rules of scientific ethics, correctness of references to literary sources,
the personal contribution of the author to the solution of the problem under consideration.

Scientific articles can be sent for additional review.
Reasons for re-reviewing may be:

insufficient qualification declared by the expert in the issues considered in the scientific article;
insufficiently high level of initial expert opinion;
incorrectly performed statistical analysis of the obtained data.

The reviewer sends the completed review to the editorial office by e-mail in the form of a scanned copy without specifying the name.
The editors send the authors copies of the reviews (anonymous, so as not to disclose information about the reviewer) or a reasoned refusal of the editors to publish this particular manuscript.

ANTIPLAGIATIVE REQUIREMENTS OF THE JOURNAL EDITORIAL OFFICE

Plagiarism before the publication of the article

The editorial board of the magazine analyzes any case of plagiarism on the merits. If plagiarism or textual borrowings are discovered by editors or reviewers at any stage before the publication of the manuscript, the author (s) are warned to rewrite the text or to link to the original source. If the plagiarism is more than 25%, the article can be rejected.
The percentage of plagiarism is calculated by the software and also evaluated by the editorial board.
Plagiarism after the publication of the article
If plagiarism is detected after publication, the editorial board analyzes this fact. If plagiarism is found, the journal will contact the author. Pages that contain plagiarism will be marked in the PDF. Depending on the extent of the plagiarism, the document may also be revoked (deleted).

Recommendations for avoiding plagiarism:

Use quotation marks for words taken literally from the source
Do not change parts of the quote in the context of the sentence
Use three dots (space and three dots) for the part of the omitted quotation
Use parentheses for added your own words
Limit the use of direct quotes.

Try to paraphrase information or summarize information from different sources using your own words.
Authors are responsible for obtaining copyright permission to reproduce illustrations, tables, drawings taken from other authors and / or sources. The permission must be placed at the bottom under each element.

Autoplagiarism

Some authors may write several chapters for several different books that have changed only slightly. Each manuscript is protected by copyright after its publication. As the author no longer owns the rights to these sections, they should not be repeated. An exception may be when quoting short phrases of the author from his own work with the appropriate links.
